CAROLINA BEACH -- It was barely daybreak, and the parking lot at the Snows Cut Boating Access Area was all but vacant, except for a pair of fishermen launching a center-console boat. The anglers headed northward up the Atlantic Intracoastal Waterway, then eastward out of Carolina Beach Inlet. Rushing said the ride to their fishing destination, Sheephead Rock, would take them back down eight miles south along the beach.
Two other boats were already fishing the area as Rushing slowed the engine to trolling speed. It was a half-mile offshore of the beach at Fort Fisher State Recreation Area, but as he watched his depth finder, he said he could see the top of the rock formation...
